Thinking about the blood taken from the inmates. The fact that are they are popping up now years later looking the exact same age as when they disappeared in 1963 makes me think this might be an experiment with human cloning.

To the average person. Cloning experiments have been going on since the early 1900's. 1977 was when they successfully cloned mice.

Think about the weird Dr and Lucy. They were at the prison in the 60's and now are in the present time and the same age. Lucy doesnt remember anything and is helping to find out. All of the criminals so far seem to not know what happened or what is going on. I still think this has to do with cloning. They are not the same people but clones so they would not remember anything.
